Meet MS Govern's Executive Team

MS Govern's leadership team:

Jerry Canada

JERRY CANADA, JR.

As President of the Harris Public Sector & School Group, Jerry is responsible for the overall activities including sales, technical support, professional services and product development.

Recently the Spectrum division has experienced significant growth through acquisitions, and Jerry has been instrumental in performing due diligence and in integrating new customers, employees, and products into Harris.

Jerry joined Harris in 2002 with the MCS Spectrum acquisition where he was a founder, serving as its President since 1991. During that time, the company evolved from offering a single product to offering a complete suite of applications for local governments.

Before founding MCS Spectrum, Jerry worked in a variety of product management and development positions. At Comptek Research, he was involved in the development of a Command and Control mapping system for the U.S Air Force and Marine Corps. Before then, he was involved in the design, marketing and development of integrated financial systems for large law firms.

Jerry earned a Bachelor of Science in Computer Science from Canisius College. He also completed the Entrepreneurial Planning and Management program of the Canisius College Center for Entrepreneurship. He is an initial organizer and past board member of InfoTech Niagara.

Jim Simak

JIM SIMAK 

As Executive Vice President of our  Govern Community Management business, Jim oversees all aspects of operations from research and development to customer support. 

Jim joined System Innovators in 2006 as Vice President where he directed the research and development, professional services, integration, and customer support. In 2007, he became CEO and oversaw and directed all company activities. In 2008, System Innovators was acquired by Harris Computer Corporation and Jim continued his leadership role as General Manager at the new System Innovators Division. In 2011, he took additional responsibility for the MS Govern business unit as General Manager, and led the acquisition and integration of Innoprise Software, Inc.

Jim brings more than 25 years of experience in commercial software development, management and service delivery. Prior to working at System Innovators, he worked for several Fortune 500 companies including IBM, Computer Science Corporations and General Dynamics.

Jim earned a Bachelor's degree in Electrical Engineering from the University of Pittsburgh in 1986 and continued graduate studies in Computer Science and Engineering at the University of Texas at Arlington. He earned his MBA in 2007 from Jacksonville University.

Dennis

DENNIS ASBURY

As Executive Vice President of our Innoprise ERP business, Dennis' responsibilities include operational oversight of the Innoprise business as well as leveraging the larger MS Govern team to support and implement the Innoprise solutions.

Dennis also manages the Innoprise Sales team.

Dennis has 19 years of proven Executive Management experience, with more than nine of those years in public sector software. In his previous roles within Harris Computer Systems, Dennis served as Vice President of Business Operations for Cayenta, Corporate Vice President of Sales & Marketing, and Executive Vice President of CityView.

Prior to joining Harris, Dennis served as General Manager for TLD Computers Inc.; President & CEO of Municipal Software; and was a member of the executive advisory boards of IBM, HP and Compaq.

Bill Koperski

BILL KOPERSKI

As Vice President of Professional Services of our Govern Community Management business, Bill oversees the staff that is responsible for all aspects of project implementations including technical services, business analysis and project management. Following a career in Engineering, he became involved in the computer industry in the mid-1980s and has broad experience in the GIS, Community Development, Asset Management, Facility Management, Assessment/Tax and Accounting industries. Bill has been with MS Govern since 2008, but has worked with the MS Govern staff for approximately 15 years. 

Prior to joining MS Govern, Bill was Director of Operations and Finance at Systems Design, Inc., a systems integration consulting firm he co-founded in 1986. Bill has an undergraduate degree in Mechanical Engineering, a Master's Degree in Business Administration, and is a registered Professional Engineer (emeritus) in the State of Nebraska. He has served at the Board level of a variety of local, national, and international organizations and is actively involved in several youth-oriented organizations such as the Boy Scouts of America.

Susan

SUSAN MCCORMICK

As Vice President of Business Operations of our CityView Community Development business, Susan oversees all aspects of operations from research and development to customer support. Susan joined the Victoria-based community development group in 2005 and has held a variety of positions within the company including Application Developer, PreBuilts Program Manager, and Director of Research & Development.

Susan has 18 years of software development and project management experience. Prior to entering the community development space, Susan held software development and project implementation positions at MacKay Meters and Environment Canada.

Fabrice

FABRICE OLIVIER

As Vice President of Research & Development of our Govern Community Management business, Fabrice is responsible for all product development aspects of the Govern product suite which includes Tax; CAMA; Land Management; Permitting & Inspections; Licensing and more.

Fabrice was one of the founders of Govern Software and the original system architect of the Community Management product line. He has more than 30 years of experience in the development of ERP solutions in the local government market, including 20 years in executive positions.

Cheryl

CHERYL ZEIER

As the Vice President of Professional Services of our Innoprise ERP business, Cheryl directs the dynamic allocation, utilization and direction of resources in relation to individual efforts, product delivery schedule and budget for our Innoprise ERP team.

Since joining MS Govern in 1998, Cheryl has held positions of Support Analyst, Business Analyst, Account Executive, Director of Client Services and Director of Business Operations to name a few. Cheryl brings 10 years of experience to MS Govern in accounting and internal auditing.
