In 2008, Harris Computer Systems merged the divisions of PG Govern and GEMS (Government e-Management Solutions) and acquired SDI (Systems Design Incorporated) to form MS Govern. Harris began in 1976 as a systems provider to local governments transitioning from manual to digital processes. Harris has evolved since that time to become the number one provider of Customer Information System (CIS) solutions in North America and is a wholly owned subsidiary of Constellation Software.
With the backing of Harris, MS Govern serves over 300 customer organizations in more than 40 U.S. states and 4 Canadian provinces. Our clients are solely public sector organizations, including cities, counties, school districts and utility districts.
The MS Govern staff of approximately 70 employees provides service and support to client sites throughout North America. Our U.S. headquarters reside in St. Louis, Missouri, with a regional office in Omaha, Nebraska, and our Canadian headquarters are in Montreal, Quebec.
MS Govern customers benefit from one of the most solid policies in the industry: Software for Life. With this program, customers never pay licensing fees for any upgrade, either with the current software and technology they are using or with an upgrade to another software solution or technology within the Harris organization. The Harris Software for Life policy provides MS Govern clients with the broadest choice of license-free upgrades in the industry.
